Note that by default pop-up blocking is enabled within Microsoft Internet Explorer.

Open Internet Explorer
Click on Tools menu.
Select Pop-up Blocker.
Select Turn Off Pop-up Blocker.
To turn the Pop-up Blocker back on, you can go back in and recheck the entry to re-enable their Pop-up Blocker.
